The "Haus Lechthal" in Emilia Seiler's hometown of Landsberg is one of the Bavarian youth homes founded in accordance with the "Home instead of detention" guidelines she established. Emilia Seiler - a consultant at the Bavarian Ministry of Social Affairs - travels from Munich to celebrate its tenth anniversary. The celebrations end with a scandal. The educational director of the home, Andreas Pflüger, is accused of sexual abuse by the home's resident Martina and suspended with immediate effect. State Secretary Büttner asks Emilia to take over the temporary management of the home.
