1989. A decisive year for the destiny of Europe. A regime of more than 40 years suddenly falls apart, borders are redefined. The documentary film No Order! is the similar story of two lieutenant colonels, Bella Árpád and Harald Jäger. Bella Árpád, in violation of his own duties, allowed the East German masses to cross the Hungarian-Austrian border, and Harald Jäger did the same at the Berlin Wall, when he allowed people from East Berlin to cross into the West without using a gun.
